ICAO maintains an administrative and expert bureaucracy (the ICAO Secretariat) supporting diplomatic interactions, and to research new air transport policy and standardization innovations as directed and endorsed by governments through the ICAO Assembly, or by the ICAO Council which the assembly elects.
